Two distinct events unfolded over Arizona on the night of 13 March 1997. The first was a large triangular formation of lights that moved slowly south across the state, tracked by witnesses from Prescott through Phoenix to Tucson. The second, later in the evening, was a set of stationary lights over Phoenix.
What was seen, and by whom
The military's explanation for the later, stationary lights was flares dropped during a testing exercise, which witnesses in the file tie to Luke Air Force Base. The archive's own tellings complicate that account rather than confirm it: one cites a Village Labs analysis said to have ruled out a flare match for those lights, and another cites a separate video-comparison analysis rejecting a flare match for the earlier formation as well. The earlier formation is the more difficult of the two regardless: witnesses across dozens of miles described a single, enormous, silent structure passing overhead.
Among the witnesses was Fife Symington, then Governor of Arizona. At the time his office made light of the reports; years later he stated publicly that he had personally seen the craft and considered it unlike any conventional aircraft. Dr. Lynne Kitei videotaped the stationary lights. The entry grades L3, independent testimony rather than document-corroborated: the two documents attached are journalism, not primary government paperwork.
What the record separates
The value of this case is in keeping its two halves apart. The flare account belongs only to the later, stationary lights, and even there the archive's own sources dispute it rather than settle it. It fits the earlier statewide formation even less well. Conflating the two, in either direction, is how the case is usually misrepresented.
What the record holds is a mass clear-night observation, by thousands including a sitting governor, of a large silent object for which the official flare account does not straightforwardly apply.
