The Urumqi Saucer (1989)

At 11.13 on the night of 6 September 1989 Tong Yuwei, a worker in Urumqi, saw a dark cloud suddenly light up. After a golden flash a saucer with a black gap in its edge hung over the city for a minute, bathed in red and yellow light and spinning fast, then dropped out of sight to the south-west. China's state news agency reported it a week later. This is the record of what was reported, not a verdict on what was over Xinjiang.

The cloud lit up first. That night Tong Yuwei, a worker in the city, saw a dark cloud suddenly glow. After a golden flash a saucer-shaped object appeared with a black gap on its edge. It hovered for a minute bathed in red and yellow light and rotating at high speed. Then it dropped out of sight towards the south-west. Observers reported hearing a sound louder than a car engine while it was there. This was over Urumqi, capital of the Xinjiang Uygur Autonomous Region, at 11.13 p.m. on 6 September 1989.

What is on the record

The account is a Chinese press report that the CIA's Foreign Broadcast Information Service relayed, not a CIA investigation. The state news agency Xinhua put it out in English from Beijing on 13 September 1989 under the heading "UFO sighted over Urumqi evening of 6 Sep". FBIS in Okinawa passed it on. That is the whole report. It runs to four sentences and names one witness. The other observers who heard the noise are not named.

The archive's second copy sits in a British Ministry of Defence UFO file, DEFE 24/1997, at The National Archives. It is not a separate source. The file holds printouts made in March 1998 from the CIA's online FOIA collection, including the catalogue entry for this item and the same Xinhua text. The ministry collected the CIA's release and did not look into the sighting itself. No Chinese-language account of the night was found, and no explanation has been offered.

Why it sits where it does

The page grades L0 · SINGLE ACCOUNT. The item reaches the archive through two holders, the CIA and the Ministry of Defence. The ministry's printout is the same four-sentence news report, so the two copies count as one source. Tong Yuwei is named, but a news item is not a primary record. The tier measures sourcing rather than truth. What Tong Yuwei saw over Urumqi is not resolved here.
